TheSoutheast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) treasures its partnerships that advance agricultural policy and rural development across Southeast Asia. Among these, our longstanding friendship with the China Center for Agricultural Policy (CCAP) stands as a model of meaningful regional cooperation, rooted in shared values and mutual respect.

東南亞農業(yè)研究生教育與研究中心（SEARCA）珍視那些能推動東南亞農業(yè)政策與農村發(fā)展的合作伙伴關系。其中，我們與中國農業(yè)政策研究中心（CCAP）的長期友好合作堪稱富有意義的區(qū)域合作典范，這種合作植根于共同的價值觀與相互尊重之上。

Our partnership with CCAP reached an important milestone in 2017 through the joint project titled,Rural Regional Transformation: Pathways, Policy Sequencing, and Development Outcomes in China, the Philippines, and Vietnam (RRT). Under the leadership of Dr. Jikun Huang, then Director of CCAP, the project provided a dynamic platform for multi-country understanding of the critical drivers and constraints in rural transformation and how different policy sequences and transformation pathways can shape inclusive and sustainable rural development outcomes. Through workshops, policy dialogues, and joint publications, our collaborative project exemplified commitment to building a strong knowledge base to support evidence-informed policies in agricultural and rural development. 

我們與CCAP的合作在 2017 年達到了重要里程碑—— 雙方聯(lián)合開展了題為“農村區(qū)域轉型：中國、菲律賓和越南的轉型路徑、政策排序與發(fā)展效果”（RRT）的項目。項目在時任 CCAP 主任黃季焜博士的主持與帶領下，搭建了一個充滿活力的多國合作平臺，助力各國深入理解農村轉型的關鍵驅動因素與制約因素，以及不同的政策排序和轉型路徑如何影響更加包容和可持續(xù)的農村發(fā)展。通過舉辦研討會、政策對話和共同出版文章等形式，我們的合作項目充分彰顯了雙方致力于構建堅實知識基礎的決心，為制定有實證依據(jù)的農業(yè)和農村發(fā)展政策提供支持。

But beyond the research outputs, what truly defines SEARCA’s partnership with CCAP is the spirit of openness and co-learning. CCAP's culture of collaboration and innovation has enriched the exchange of knowledge and experiences among scholars and practitioners from China, the Philippines, and Vietnam, cultivating an environment that encourages creative thinking and inspires a new generation dedicated to rural revitalization and policy innovation. Dr. Huang’s visionary leadership, deep expertise, and dedication to nurturing young researchers and fostering partnerships have been instrumental in ensuring that the impact of our collaboration extends far beyond the project itself.

但除了研究成果之外，真正奠定SEARCA和CCAP合作基礎的，是開放與共同學習的精神。CCAP 的協(xié)作與創(chuàng)新文化，豐富了中國、菲律賓和越南學者及實踐者之間的知識與經(jīng)驗交流，營造出鼓勵創(chuàng)造性思維的氛圍，并激勵著致力于農村振興與政策創(chuàng)新的新一代人才。黃博士富有遠見的領導力、深厚的專業(yè)學識，以及在培養(yǎng)青年研究人員和促進合作方面的熱忱，都起到了關鍵作用，確保了我們的合作影響力遠超項目本身。

As CCAP celebrates its 30th anniversary, SEARCA is proud to honor this remarkable milestone both as a friend and a partner, celebrating a legacy built on trust, shared aspirations, and collective action. We commend CCAP for its unwavering contributions to agricultural policy and rural development. We look forward to continuing this journey together, building knowledge, shaping policies, and empowering rural communities across the region.
